U.S. SEC Chairman: The United States has been lagging behind for ten years in the field of encryption, and establishing a regulatory framework to attract innovation is a "top priority"
On October 18, at an event in Washington, D.C., Paul Atkins, chairman of the U.S. Securities and Exchange Commission (SEC), said that the United States has been lagging behind for ten years in the field of encryption, and solving this problem is a top priority for regulators. 
Atkins said he believes the U.S. is "probably about 10 years behind" on cryptocurrencies. "The crypto space is our top priority," he said.
Atkins pointed out that the SEC aims to "create a strong framework to bring people back here who may have left the United States." The agency hopes this framework will allow innovation to flourish.
